VISION - Mount Carmel is a Family of Faith who seek to be a Manfestation of the Kingdom of God through Our Worship of God, Fellowship with God, Discipleship for God, and Service to God and the World.

The Mount Carmel Community Baptist Church was organized on April 11, 1999 under the Pastorate of the Dr. Rev. Michael E. Rutledge, at the Y.W.C.A., which served as the temporary location until the completion of the sanctuary located at 708 North 5th Street, Steubenville, Ohio. After an eighteen-month Building Fund Campaign that began in June 1999, the groundbreaking for the new church was held on Sunday, December 17, 2000 and construction began on Monday, December 18, 2000.

The church was completed in June 2001 at a total cost of $600,000.00. The church was built solely with the tithes and offerings from the congregation. The congregation marched from the temporary location YWCA to the newly constructed sanctuary on July 1, 2001 and conducted the first worship service in the new church. Dr. Rev. Michael E. Rutledge, the founding Pastor, continues to serve the growing congregation with preaching and teaching of the word of God. He constantly encourages the congregation with these words: "If you just do what God says do, everything will be all right."

In December 2005 Pastor Rutledge resigned from his position as Pastor of Mount Carmel Community Baptist church and moved Houston, Texas where he became the Pastor of Mt. Ararat Baptist Church. During this transition the church continued to do what God had them to do while the Pastoral Board went through the procedures of receiving possible candidates applying for the position of Pastor at Mount Carmel.

After a year and month of searching, the church celebrated the Installation of Rev. Dr. Charles E. Thomas, Jr. in the month of August 2007, who was formerly the Associate Pastor at Macedonia Baptist Church, Pittsburgh, Pa under Senior Pastor Jason Barr. The church has continued to grow and has "Moved Forward by Faith."
